CONSENT AGENDA - General Business
1. Approve the minutes of the special called meeting held January 31, 2024, and the regular meeting held February 1, 2024, subject to any necessary corrections.

2. Approve the selling and serving of alcoholic beverages (wine and beer) and waiving of festival permit fees associated with the 100th Torras Causeway celebration to be held at Gascoigne Bluff Park on July 13, 2024

3. Waive late penalties and interest for Occupation Tax renewals received between February 2 and April 1, 2024.

4. Approve the Memorandum of Understanding between the City of Brunswick, Jekyll Island, and the Glynn County Board of Commissioners to submit a 2023 Regional Assistance to Firefighter Grant to the Department of Homeland Security, the Federal Emergency Management Agency, to help purchase portable radios for their fire departments.

5. Approve the appointment of John Dow to serve on the Glynn-Brunswick Land Bank to fill the unexpired term of Don Myers. The term will begin immediately and end June 13, 2025.
6. Approve the appointment of Trena Smith and Patty Sizemore to the Dangerous Dog Hearing Board for four-year terms. The terms begin immediately and end November 7, 2027.

7. Approve the change of the authorized signer from Chairman Wayne Neal to to Ms. Judy Dunnagan to sign all Sub-Grantee Expenditure Reports (SER) and Sub-Grantee Adjustment Reports for the FY24 Juvenile Court Grant #T19-8-006.

8. Approve the addition of the Dr. Martin Luther King Jr. Commemoration Committee to the County's list of groups/events authorized to use County park facilities at no cost.

9. Approve a donation from the US Navy NSB Kings Bay Police K-9 Unit of a RS10-XL Undergarment Tactical Full Bite Suit.

Accept the donation of a Cushman Hauler Box gas-powered golf cart valued at $6,000 from Sapleo Equipment Co. and Beachview Tent Rental for Glynn County Recreation and Parks Department's use pertaining to parks maintenance and athletic activities at SSI parks including Mallery Park, Kings Park, and Demere Park.

Approve payment of excess funds in the amount of Thirteen Thousand Five Hundred Seventy-Seven Dollars and Thirty-One Cents ($13,577.31) from the tax sale of parcel 04-03661 to McQuigg, Smith & Corry, LLC f/b/o Juana Muriel Kendrick, in her capacity as Personal Representative of the Estate of Muriel B. Golden.

Approve a request from the Golden Isles King Mac Attack Tournament organizers to use Gascoigne Bluff Park at no cost on August 16-17, 2024 to host the 2024 tournament and allow the event to close the dock to public access from 3pm to 6pm on August 17th to allow participants to have controlled access to weigh fish in a safe manner, subject to the issuance of a Public Conduct Permit from Glynn County Police Department.

20. Approve a rental agreement with FP Mailing Solutions and authorize the purchase of a new mailing system in the amount of $13,516.82 with funding to be provided by the Capital Projects Fund undesignated Fund Balance.

21. Approve an advance of $3,000,000 to the Grant Fund for the College Park Drainage Project with funding to be provided by the Capital Projects Fund to be repaid as grant reimbursements are received.

PUBLIC HEARING - LANDFILL
This public hearing is conducted in accordance with O.C.G.A. § 12-8-24(d), which requires a hearing by the county governing authority on landfill applications prior to a decision by the Georgia Environmental Protection Division. The Board of Commissioners has no role in deciding whether the permit is granted. The hearing will be limited to 30 minutes. Each individual speaker is allocated up to 5 minutes. Comments and questions are to be limited to relevant information and avoid being repetitious. Groups with a spokesperson should allow them to present the group’s comments. As required by law, a transcript of this hearing will be provided to the EPD for its review prior to a decision on the permit.
